CITY OF SANDERSVILLE- CITY COUNCIL MEETING AGENDA

  1. Call to order by Mayor Andrews.

  2. Invocation and Pledge of Allegiance to the American Flag.

  3. Recognitions: None

  4. Approval of Minutes: November 20, 2017 regular meeting. (Attachment A)

  5. Motion to adopt Resolution #2017-15: A Resolution authorizing the City Administrator and Finance Officer to open a checking account for the 2017 CDBG. (Attachment B)

  6. Motion to adopt Resolution #2017-16: A Resolution authorizing the City Administrator and Finance Officer to close two City of Sandersville bank accounts. (Attachment C)

  7. Motion to adopt Resolution #2017-17: A Resolution to adopt the First Amendment to the Fiscal Year 2017 Budget for each fund of the City of Sandersville, Georgia, appropriating the amounts shown in each budget as expenditures/expenses, adopting the several items of revenue anticipations, and prohibiting expenditures or expenses from exceeding the actual funding appropriated. (Attachment D)

  8. Motion to approve the 2018 Holiday and Council Meeting schedule. (Attachment E)

  9. Other Business.

  10. Motion to enter into an executive session to discuss personnel, legal or property matters.

  11. Motion to change the Finance Officer position to a Department Head level position.

  12. Motion to make annual appointments for the following City staff for a one-year term beginning January 1, 2018:

Mayor Andrews called the December 4, 2017 meeting of the Sandersville City Council to order at 5:00 p.m.

 

Council Member Watts gave the invocation and City Administrator McCorkle led the pledge to the American flag.

 

APPROVAL OF COUNCIL MEETING MINUTES

Mayor Pro Tem Smith made a motion to approve the minutes of the November 20, 2017 regular meeting of the City Council as presented. Council Member Brown seconded the motion passed unanimously. (Attachment A)

 

MOTION TO ADOPT RESOLUTION #2017-15: A RESOLUTION TO OPEN AN ACCOUNT FOR THE 2017 CDBG

Council Member Dennis made a motion to adopt Resolution #2017-15: A Resolution authorizing the City Administrator and Finance Officer to open a checking account for the 2017 CDBG. Council Member Davis seconded and the motion passed unanimously. (Attachment B)

 

MOTION TO ADOPT RESOLUTION #2017-16: A RESOLUTION TO CLOSE TWO BANK ACCOUNTS

Council Member Dennis made a motion to adopt Resolution #2017-16: A Resolution authorizing the City Administrator and Finance Officer to close two City of Sandersville bank accounts. Mayor Pro Tem Smith seconded and the motion passed unanimously. (Attachment C)

 

MOTION TO ADOPT RESOLUTION #2017-17: A RESOLUTION TO ADOPT THE 1ST AMENDMENT TO THE FY 2017 BUDGET

Council Member Brown made a motion to adopt Resolution #2017-17: A Resolution to adopt the First Amendment to the Fiscal Year 2017 Budget for each fund of the City of Sandersville, Georgia, appropriating the amounts shown in each budget as expenditures/expenses, adopting the several items of revenue anticipations, and prohibiting expenditures or expenses from exceeding the actual funding appropriated. Council Member Watts seconded and the motion passed unanimously. (Attachment D)

 

MOTION TO APPROVE THE 2018 HOLIDAY & COUNCIL MEETING SCHEDULES

Council Member Watts made a motion to approve the 2018 Holiday and Council Meeting schedule. Council Member Brown seconded and the motion passed unanimously. (Attachment E)

 

Other Business:

MOTION TO AUTHORIZE AGREEMENTS WITH MEAG FOR SALE OF EXCESS RESERVE CAPACITY

Mayor Pro Tem Smith made a motion to authorize the Mayor and City Clerk to execute agreements with the Municipal Electric Authority of Georgia (MEAG) for the power sale of excess reserve capacity to the City of Evergreen and the City of Hartsford on behalf of the City of Sandersville. Council Member Watts seconded and the motion passed unanimously.

 

Mayor Andrews then reviewed the proposed properties for annexation and zoning and conducted a first read of proposed annexation ordinance (Attachment F). Mayor Andrews noted that a public hearing and official action will be made at the December 18, 2017 Council meeting.

 

EXECUTIVE SESSION

Mayor Pro Tem Smith made a motion to enter into an Executive Session to discuss legal and personnel matters.  Council Member Brown seconded and the motion passed unanimously with favorable votes from Mayor Pro Tem Smith, Council Member Dennis, Council Member Watts, Council Member Brown, and Council Member Davis.

 

The working session reconvened at 6:05 p.m.

 

MOTION TO CHANGE FINANCE OFFICER POSITION TO DEPT HEAD LEVEL

Council Member Brown made a motion to change the Finance Officer position to a Department Head level position. Council Member Davis seconded and the motion passed unanimously.

 

MOTION TO APPOINT CITY STAFF FOR 2018

Council Member Dennis made a motion to appoint staff for a one-year term beginning January 1, 2018:

Judy McCorkle, City Administrator

Victor Cuyler, Police Chief

Russell Riner, Fire Chief

Robert Eubanks, Public Works Director

Wayne Poole, Electric Department Director

Karrie Brown, City Clerk

Brianna Wiley, Finance Officer

Robert Wynne, City Attorney

Irwin (Bev) Evans, Municipal Court Judge

Keenan Howard, City Court Solicitor

Mayor Pro Tem Smith seconded and the motion passed unanimously.

 

ADJOURNMENT

With no further business, Council Member Brown made a motion to adjourn the meeting. Council Member Davis seconded and the meeting was unanimously adjourned.
