1.Call to order by Mayor Andrews.

2.Invocation and Pledge of Allegiance to the American Flag.

3.Recognitions: None

4.Approval of Minutes: October 2, 2017 regular meeting and November 6, 2017 called meeting. (Attachment A)

5.Public Hearing:

a.Zone variance application #2017-03: A zone variance application from William R. Glover Jr. to reduce the side yard setback to build an attached carport at 711 Evergreen Drive. (Attachment B)

6.Motion to approve or deny zone variance application #2017-03: A zone change application from William R. Glover Jr. to reduce the side yard setback to build an attached carport at 711 Evergreen Drive. (Attachment B)

7.Motion to approve or deny retail beer and wine license application from Donna Masters for Arabella’s Salon & Spa LLC at 142 East Haynes St. (Attachment C)

8.Motion to reappoint Nancy Tarbutton to the Library Board for a 3 year term starting January 1, 2018 and ending December 31, 2020. (Attachment D)

9.Motion to approve City Hall to close to the public at 3:00 p.m. on December 29, 2017 to close out the accounting for 2017.

10.Motion Other Business.

11.Motion to enter into an executive session to discuss personnel, legal or property matters.

November 20, 2017 – 5:00 P.M.

Absent: Council Member Henry Watts

 

Mayor Andrews called the November 20, 2017 meeting of the Sandersville City Council to order at 5:00 p.m. He wished everyone a Happy Thanksgiving and asked that they keep Charles Lee and his family in their thoughts and prayers.

 

Police Chief Cuyler gave the invocation and Mayor Pro Tem Smith led the pledge to the American flag.

 

APPROVAL OF COUNCIL MEETING MINUTES

Council Member Brown made a motion to approve the minutes of the October 2, 2017 regular meeting and the November 6, 2017 called meeting of the City Council as presented. Council Member Davis seconded the motion passed unanimously. (Attachment A)

 

Public Hearing:

Mayor Andrews opened a public hearing on Zone variance application #2017-03: A zone variance application from William R. Glover Jr. to reduce the side yard setback to build an attached carport at 711 Evergreen Drive. (Attachment B) Mr. William R. Glover Jr. spoke in favor of the variance and no one spoke against the variance. Building Official Larson added that the Planning and Zoning Board unanimously approved the variance request. With no further comments or questions, Mayor Andrews closed the public hearing.

 

MOTION TO APPROVE ZONE VARIANCE APPLICATION #2017-03: A ZONE VARIANCE AT 711 EVERGREEN DRIVE

Council Member Brown made a motion to approve zone variance application #2017-03: A zone change application from William R. Glover Jr. to reduce the side yard setback to build an attached carport at 711 Evergreen Drive. Mayor Pro Tem Smith seconded and the motion passed unanimously. (Attachment B)

 

MOTION TO APPROVE A RETAIL BEER & WINE LICENSE AT 142 E. HAYNES ST

Mayor Pro Tem Smith made a motion to approve a retail beer and wine license application from Donna Masters for Arabella’s Salon & Spa LLC at 142 East Haynes St. Council Member Davis seconded and the motion passed 3 to 1 with favorable votes from Mayor Pro Tem Smith, Council Member Brown, and Council Member Davis. Council Member Dennis voted against the motion. (Attachment C)

 

MOTION TO REAPPOINT NANCY TARBUTTON TO THE LIBRARY BOARD

Council Member Davis made a motion to reappoint Nancy Tarbutton to the Library Board for a 3 year term starting January 1, 2018 and ending December 31, 2020. Mayor Pro Tem Smith seconded and the motion passed unanimously. (Attachment D)

 

MOTION TO AUTHROIZE CITY HALL TO CLOSE AT 3:00 P.M. ON DECEMBER 29TH, 2017

Council Member Dennis made a motion to approve City Hall to close to the public at 3:00 p.m. on December 29, 2017 to close out the accounting for 2017. Council Member Brown seconded and the motion passed unanimously.

 

MOTION TO ADOPT RESOLUTION #2017-14: A RESOLUTION TO AUTHORIZE THE FILING OF A 2018 CHIP APPLICATION

Council Member Dennis made a Motion to adopt Resolution #2017-14 A Resolution to authorize the filing of a 2018 CHIP application to the Georgia DCA. Council Member Davis seconded and the motion passed unanimously.

 

MOTION TO ADOPT THE 2017 HOUSING ACTION PLAN UPDATE

Council Member Dennis made a motion to adopt the 2017 Housing Action Plan Update. Council Member Davis seconded and the motion passed unanimously.

 

City Clerk Brown reminded everyone about the City Thanksgiving meal on Wednesday, November 22nd at 1:00 p.m. in the EMC Civic Room.

 

Susan Lewis, DDA Member, discussed the possibility of the City becoming a Main Street City again and finding the right employee to work with the City and the DDA.

 

ADJOURNMENT

With no further business, Council Member Davis made a motion to adjourn the meeting. Mayor Pro Tem Smith seconded and the meeting was unanimously adjourned.
