CITY COUNCIL CALLED MEETING AGENDA

City Council Chambers

November 6, 2017 - 4:00 P.M.

 

 

  1. Call to order by Mayor Andrews.

  2. Invocation and Pledge of Allegiance to the American Flag.

  3. Motion to adopt Resolution #2017-13: A Resolution setting the millage rate for Ad Valorem (Property) Taxes for the 2017 calendar year for the City of Sandersville, Georgia. (Attachment A)

  4. Motion to approve payment of an invoice to Washington County Machine Shop in the amount of $14,709.58 for repairs to the knuckle boom truck. (Attachment B)

  5. Motion to appoint Al Woods to fill a vacancy on the Downtown Development Authority Board with a term expiring March 2019.

  6. Motion to approve City Employees Year End Incentive Payment in the same amount as 2016 plus FICA and Medicare.

  7. Motion to authorize all non-essential departments to close at 12:30 p.m. on Wednesday, November 22nd to attend the annual Thanksgiving meal.

  8. Motion to enter into an executive session to discuss personnel, legal, or property matters.

  9. Motion to adjourn to the Budget Retreat Working Session and move the meeting to the Fire Department Training room.

Called Meeting Minutes

November 6, 2017 – 4:00 P.M.

 

Council Members and City Employees present:

Mayor Andrews called the meeting to order at 4:00 p.m.

 

Council Member Watts gave the invocation and City Clerk Brown led the pledge to the American flag.

 

The Mayor and Council Members then discussed the location of the Kaolin Festival; which was held in the downtown area until the last two years and has been moved to the old Sandersville Elementary School property.

 

Mayor Andrews then asked City Attorney Wynne to wrap up the Loos Street property conveyance issue.

 

Mayor Andrews asked for a consensus from the Council Members about eliminating the stop sign on South Smith Street and Myrtle Way. After a brief discussion, the consensus was to leave the 3 way stop sign in place.

 

The Mayor and Council Members then discussed complaints concerning the haunted house on South Smith Street during Halloween.

 

MOTION TO ADOPT RESOLUTION #2017-13: A RESOLUTION SETTING THE MILLAGE RATE FOR 2017 AD VALOREM TAXES

Council Member Dennis made a motion to adopt Resolution #2017-13: A Resolution setting the millage rate for Ad Valorem (Property) Taxes for the 2017 calendar year for the City of Sandersville, Georgia. Council member Watts seconded and the motion passed unanimously. (Attachment A)

 

MOTION TO APPROVE PAYMENT FOR REPAIRS TO KNUCKLE BOOM TRUCK

Council Member Dennis made a motion to approve payment of an invoice to Washington County Machine Shop in the amount of $14,709.58 for repairs to the knuckle boom truck. Council Member Brown seconded and the motion passed unanimously. (Attachment B)

 

 

 

MOTION TO APPOINT DDA BOARD MEMBER

Mayor Pro Tem Smith made a motion to appoint Al Woods to fill a vacancy on the Downtown Development Authority Board with a term expiring March 2019. Council Member Davis seconded and the motion passed unanimously.

 

MOTION TO APPROVE CITY EMPLOYEES YEAR END INCENTIVE PAYMENTS

Council Member Dennis made a motion to approve City Employees Year End Incentive Payment in the same amount as 2016 plus FICA and Medicare. Mayor Pro Tem Smith seconded and the motion passed unanimously.

 

MOTION TO AUTHORIZE CITY DEPARTMENTS TO CLOSE FOR THE ANNUAL THANKSGIVING MEAL

Council Member Dennis made a motion to authorize all non-essential departments to close at 12:30 p.m. on Wednesday, November 22nd to attend the annual Thanksgiving meal. Council Member Brown seconded and the motion passed unanimously.

 

EXECUTIVE SESSION

Mayor Pro Tem Smith made a motion to enter into an Executive Session to discuss personnel and legal matters.  Council Member Watts seconded and the motion passed unanimously with favorable votes from Mayor Pro Tem Smith, Council Member Dennis, Council Members Watts, Council Member Brown, and Council Member Davis.

 

The regular meeting reconvened at 5:05 p.m.

 

Other Business:

 

MOTION TO REHIRE A POLICE OFFICER

Council Member Brown made a motion to rehire a police officer. Mayor Pro Tem Smith seconded and the motion passed unanimously.

 

MOTION TO AUTHORIZE AGREEMENTS WITH MEAG FOR SALE OF EXCESS RESERVE CAPACITY

Mayor Pro Tem Smith made a motion to authorize the Mayor and City Clerk to execute agreements with the Municipal Electric Authority of Georgia (MEAG) for the power sale of excess reserve capacity to the City of Oxford, City of Mansfield, City of Barnesville, and City of Forsyth on behalf of the City of Sandersville. Council Member Watts seconded and the motion passed unanimously.

 

ADJOURNMENT

With no further business, Council Member Brown made a motion to adjourn the meeting. Mayor Pro Tem Smith seconded and the meeting was unanimously adjourned to the Budget Retreat and moved to the Fire Department Training Room.
