1.Call to order by Mayor Andrews.

2.Invocation and Pledge of Allegiance to the American Flag.

4.Approval of Minutes: September 5, 2017 regular meeting. (Attachment A)

5.Motion to adopt Resolution #2017-12: A Resolution amending the job classification and compensation plan - Amendment 2017-01. (Attachment B)

6.Motion to authorize the Mayor and City Clerk to execute a Voting Services Agreement with the Washington County Board of Commissioners and the Washington County Board of Elections and Registration. (Attachment C)

7.Motion to authorize the City Administrator and City Clerk to publish the Current 2017 Tax Digest and 5 Year History of Levy to set the millage rate for the City’s Ad Valorem taxes for the calendar year 2017 at 5.775 mills. (Attachment D)

8.Motion to award a bid to the lowest responsive bidder, C&H Paving, in the amount of $80,408.29 for the milling and resurfacing project on Winchester Way and South Smith Street. (Attachment E)

9.Motion to award a bid to the lowest responsive bidder, Twin City Auto Parts, in the amount of $6,142.08 for (64) Trojan T605 Batteries. (Attachment F)

10.Motion to award a bid to Superior Custom Services Inc. in the amount of $1,800.00 per day for up to 10 days to remove storm debris from Hurricane Irma. (Attachment G)

11.Motion to authorize Health Insurance premium changes for 2018.

12.Other Business.

Mayor Andrews called the October 2, 2017 meeting of the Sandersville City Council to order at 5:10 p.m.

 

Council Member Watts gave the invocation and Council Member Davis led the pledge to the American flag.

 

APPROVAL OF COUNCIL MEETING MINUTES

Mayor Pro Tem Smith made a motion to approve the minutes of the September 5, 2017 regular meeting of the City Council as presented. Council Member Brown seconded the motion passed unanimously. (Attachment A)

 

MOTION TO ADOPT RESOLUTION #2017-12: A RESOLUTION AMENDING THE JOB CLASSIFICATION & COMPENSATION PLAN

Council Member Brown made a motion to adopt Resolution #2017-12: A Resolution amending the job classification and compensation plan - Amendment 2017-01. Council Member Watts seconded and the motion passed unanimously. (Attachment B)

 

MOTION TO AUTHORIZE A VOTING SERVICES AGREEMENT

Council Member Davis made a motion to authorize the Mayor and City Clerk to execute a Voting Services Agreement with the Washington County Board of Commissioners and the Washington County Board of Elections and Registration. Mayor Pro Tem Smith seconded and the motion passed unanimously. (Attachment C)

 

MOTION TO AUTHORIZE ADVERTISING PROPOSED MILLAGE RATE FOR 2017

Council Member Brown made a motion to authorize the City Administrator and City Clerk to publish the Current 2017 Tax Digest and 5 Year History of Levy to set the millage rate for the City’s Ad Valorem taxes for the calendar year 2017 at 5.775 mills. Council Member Watts seconded and the motion passed unanimously. (Attachment D)

 

MOTION TO AWARD A BID FOR MILLING & RESURFACING PROJECTS

Mayor Pro Tem Smith made a motion to award a bid to the lowest responsive bidder, C&H Paving, in the amount of $80,408.29 for the milling and resurfacing project on Winchester Way and South Smith Street. Council Member Brown seconded and the motion passed unanimously. (Attachment E)

 

MOTION TO AWARD A BID FOR BATTERIES

Mayor Pro Tem Smith made a motion to award a bid to the lowest responsive bidder, Twin City Auto Parts, in the amount of $6,142.08 for (64) Trojan T605 Batteries for the portable message boards. Council Member Davis seconded and the motion passed unanimously. (Attachment F)

 

MOTION TO AWARD BIDS FOR REMOVAL OF CURB SIDE STORM DEBRIS

Council Member Brown made a motion to award a bid to both Superior Custom Services Inc. and Archer Tree Service in the amount of $1,800.00 per day for up to 5 days each to remove storm debris from Hurricane Irma. Council Member Dennis seconded and the motion passed unanimously. (Attachment G)

 

Council Member Dennis asked Public Works Director Eubanks to keep an eye on the contractors progress and noted she expects all of the debris to be gone.

 

City Administrator McCorkle then discussed the health insurance premium with the Council. She noted that employees currently pay 10% and the City pays 90% of the lowest plan. As health care costs continue to increase, she would like to shift another 5% to the employees so there would be a 15% to 85% share. The Council Members discussed phasing in the additional 5% over the next 3 years, with 1% added for 2018 and then an additional 2% added for the next two years.

 

MOTION TO INCREASE EMPLOYEE SHARE OF HEALTH INSURANCE PREMIUM

Mayor Pro Tem Smith made a motion to increase the employee share of the group health insurance premium from 10% of the lowest plan to 15% which will be phased in over the next 3 years with an additional 1% in 2018 and an additional 2% in 2019 and 2020.Council Member Dennis seconded and the motion passed unanimously.

 

Other Business:

 

MOTION TO AWARD QUOTE FOR THIELE PARK BENCHES & GARBAGE CANS

Council Member Brown made a motion to award a quote to Tree Top Products in the amount of $7,748.52 for (7) park benches and (4) garbage cans to be placed in the Thiele Park. Mayor Pro Tem Smith seconded and the motion passed unanimously.

 

MOTION TO AWARD QUOTE FOR WWTP PUMP

Council Member Dennis made a motion to award a quote to Templeton & Associates in the amount of $6,270.00 for a Super T6 Bare Pump for use at the waste water treatment plant. Council Member Brown seconded and the motion passed unanimously.

 

EXECUTIVE SESSION

Council Member Davis made a motion to enter into an Executive Session to discuss personnel and legal matters.  Council Member Watts seconded and the motion passed unanimously with favorable votes from Mayor Pro Tem Smith, Council Member Dennis, Council Members Watts, Council Member Brown, and Council Member Davis.

 

The regular meeting reconvened at 6:30 p.m.

 

MOTION TO APPROVE PERSONNEL CHANGES & NEW HIRES

Mayor Pro Tem Smith made a motion to approve the following personnel changes and new hires:

  • Appoint an Interim Part time Purchasing Agent
  • Promote an employee to the Street Maintenance Supervisor position
  • Promote an employee to the Truck Driver position
  • Change (3) part time Street Maintenance Worker positions to (2) full time positions
  • Hire 1 full time Street Maintenance Worker pending the passage of a pre-employment physical and drug screen
  • Hire an I&I Operator pending the passage of a pre-employment physical and drug screen

Council Member Dennis seconded and the motion passed unanimously.

 

ADJOURNMENT

With no further business, Council Member Davis made a motion to adjourn the meeting. Council Member Watts seconded and the meeting was unanimously adjourned.
